Both of these go back to the difficulty in recruiting people to report hatred - that's always going to be a challenge, since it's something people don't want to see in the first place, don't want to go looking for, and definitely don't want to make it their purpose in life to combat.

Perhaps the majority of people on Reddit really don't like being snitches and censors? Perhaps the number of people who get off censoring and speech policing others on Reddit really is a tiny majority with undue influence due to nepotism and favouritism from Reddit itself? I guess he truly doesn't understand that the average person doesn't want to constantly stick their nose into other people's business. Perhaps the average person - who does not think that "incest is not unethical" - might have some moral scrupules about being asked to plant CP just to take a subreddit down? It's a thought.
I think it's more simple though: the average Redditor, who is not batshit obsessed and paranoid like Bardfinn, only logs into Reddit to persue their own interests, not to obsesses over others outside their very narrow sphere of interests. No one in their right mind wants to volunteer to be a meddlesome busy-body obsessing over what others do on subreddits which are of no interest to oneself. Bardfinn, who has no life and only has a semblance of a life through interfering with the lives and activities of others, doesn't understand this about normal people. Bardfinn assumes that the only reason normal people won't obsesses over detecting hate because it's too disturbing to look at, rather than the more obvious explanation, namely that they just have other more important things to do on Reddit.
