Yes. I browsed reddit on rif is fun and could downvote and participate (comment) despite not being a subscriber in numerous subreddits.
Not completely sure but I don't think there's any way for mods of a sub to see the list of their subscribers. Nor does any script check if you're a subscriber before posting your comment.
