The Supreme Court has held that time, place and manner restrictions are reasonable under the 1st Amendment. I.e. it's ok to restrict the airing of pornography from public airwaves at 3:00 PM.
The 14th Amendment also empowers the congress to pass legislation to ensure the equal protection of the laws. This includes anti-hate speech laws.
