CreateVillage is an interesting idea that would help everyone re-discover and exercise their own Agency for change. (BTW the idea is not mine)

 
This idea can easily become a self-driven change platform where new ideas, actions, reviews and further ideas for improvements can be made & viewed 24/7/365, by all:

• members of the community
• community service providers, be they publicly or privately employed,

to create and sustain fast moving, virtuous cycles of improvement
