Consider that homosexuality is not really possible to act on without the dense concentration of people characteristic of urban societies. (I mean, good luck finding another gay man in a rural area without the help of technology, a purely modern phenomenon.) In turn, dense populations are characteristic of later stage empires, those that are getting close to outstripping their ability to sustain themselves economically. So, homosexuality is more of a symptom than a direct cause. But you can think of homosexuality and collapse as contemporaneous consequences of Empire.

If you believe that empire building entails quite a bit of evil, then, yes, acted-upon homosexuality requires the evil deeds that enable Empire, and those deeds eventually catch up with the empire in question.

2: by admitting a slave has a master.

Just because a free man has as many masters as vices, that doesn't make the slave any less a slave. That is orwellian doublespeak to try and make the slave seem free, but really slaves are just that: slaves.
