My proposed solution: Just make sure there are more seats in the cars than people. In good times, people can ride alone if they want, but in bad times, they can just carpool.

I was so intrigued with the elegant simplicity of what you propose—which at a certain level does seem glaringly obvious—that I wrote a follow-up piece that posits a simple model to try to work out the feasibility, pros & cons, etc. Further comment welcome!
