If you fund it by income taxes or VAT, that's coming from working people, going to non-working people and wealthy people, which will create resentment.
A Basic Income funded by taxation will become a fiscal burden on the government. Every year, they'll have to scramble to make it, make the number. That could require cutting other programs. Imagine a politician promising $1000 a month - and then cutting that. He is going to be a very unpopular man that day.
With a wealth fund, the citizenry hold something in common. It has worked fine in Alaska for decades. It would work under a Henry-Georgist system where all land is held as common property. It could work under what DieM25 are proposing, where 10% of the dividend-paying shares from every IPO are put in a fund and distributed to the citizenry.
