Costa Rica has.

Mexico, Jamaica, Guyana, Uruguay, Belize have not.

Belize is an English speaking country.

This shows the current situation. Right now Costa Rica looks better than Mexico and Belize on paper, but I will see for myself soon enough. I was in Tijuana recently and it was horrible.

Regarding things that are not available and have to be imported... What is the process? How many palms need greasing and how much do they need? Are there Free Trade Zones?
