Unlikely to pass I think. There's definitely need to regulate some animals from being kept as "pets" otherwise you get the idiots that keep tigers and shit like that. Legitimately dangerous animals that are a threat to the community if not handled right. Easy argument for licensing requirements there.

This is talking about snakes and chameleons and shit. Who cares. Your weirdo neighbor wants to keep some garden variety snake in a terrarium? Ok. That bothers nobody except overly excited busy body types.

Some people like to keep exotic pets for whatever reasons but exotic just means "unusual" and doesn't mean dangerous. Only criteria we should consider for banning shit is

1. Is it dangerous to others.

2. Is it going to be an ecological disaster if it's let loose.

In either case regulation is necessary.
