She is stupid, slow and weak. She would be dangerous in her kitchen making a sandwich, not just while doing police work.

If she had adequate physical strength to be a police officer the confrontation would've ended when she first attempted to get physical with him. It would've been far more likely she could've controlled the situation then and there. Instead she couldn't even gain physical control over a retarded guy who was using 25% of his strength as he successfully pulled away.
