In the UK you can say what you want about the state, but you can get arrested if your words maliciously harm an individual.

In the ruzzia, it's actually encouraged to be as malicious as possible to one another, but if you offend the state then you can catch a 15 year sentence - longer than the traditional tenner for political crimes under Stalin.
