California this winter had record snowfall. They have reservoirs to hold five years of water supply for the state. They drain the reservoirs on purpose so the rivers will be nice and wet downstream. They have made a choice to prioritize fish over people in a place that shouldn't even have people in the first place.
The drought in California is a dearth of non-dumbasses running the state, not a lack of water.
