Judy's testimony in Senate hearing; she's being sly here. "Going back to a "prior historical monetary arrangement" would be stamping metal coins to be used as money, aka legal tender. The new arrangement planned is to hold precious metal in safe reserves while creating digital documents, encrypted and recorded in a distributed ledger, iow a cryptocurrency backed by real assets.
