As a DuckDuckGo search of the definition of "terrorism" reveals:

With a monopoly on violence, tyranny of the state is usually the originating source of terrorism, and if counter-terrorism is ethical (non-violent, non-trespassing, non-transgressing, non-corrupt, truthful, and perhaps FOTPACH*), it makes sense and seems better to simply call it this new term:

Cautionism

1. The use of inconvenient ugly truths to counter the propaganda narratives of the state of tyranny's reign via fear-porn psy-terrorism, dynamic silence, and 5GW for their political goals.
2. Resort to cautioning methods as a means of inspiring alternatives and solutions to the coercion or state of fear and submission to the ruling class and their corporatocracy.
3. The act of cautioning, or state of being cautioned, a mode of awakening to counter-authoritarianism by information and options.
