So is the theory that the US claimed 64 deaths to make Trump look good or competent? Seems like a crazy thing to lie about if that's what's going on. Was the US response completely botched?

In a visit to the island around two weeks after Hurricane Maria, when the official death toll stood at 16, President Trump contrasted the number with the “hundreds and hundreds of people that died” after Hurricane Katrina. “Everybody watching can really be very proud of what’s taken place in Puerto Rico,” he said.
Might be more of an overall there is no us in Puerto Rico, I rarely heard from it after tiollet paper sharing icident. I do recall some Europe outlet talking about another Katerina. The texas flooding was more of a talking point.
