This ruling seems oddly split. It likely has to do with technical things, we must remember this is just the very preliminary injunction, but....It bans free speech suppression by many government agencies, but then allows the following, with a backdoor to election manipulation seeming to be open for grabs.

Not banned from violating free speech and manipulating the public:

  • U. S. Department of Treasury
  • U.S. Election Assistance Commission
  • U. S. Department of Commerce
  • Disinformation Governance Board
