Basically, China has built this railway from Beijing to Lhasa in Tibet - the railway operates at extreme altitudes, in low-oxygen levels and in extreme cold. The guy working for the us university is then going there to snoop on how they achieved it, so that the us can copy the technique and build a railway through Alaska.
