What you are describing probably falls in the category of logical fallacies and rhetoric rather than a normal descriptive term. . It is common for a strawman conspiracy to be created parallel to the real thing. Usually this will be pushed by main stream propaganda "these people think this". That way the straw man can be debunked as if it was the real thing and used for ridicule of those that think the real version of the conspiracy.

In logic this is a twist on the tactic called reductio ad absurdum (Latin for "reduction to absurdity"), also known as argumentum ad absurdum (Latin for "argument to absurdity"). Where the real argument is either exaggerated or embellish to it's most absurdity by the counter side, or the twist of being replaced by a strawman version, to make it easier to attack in an argument. .
