Let it be known that this act gives sweeping measures to an unconstitutional entity that came to being after the NEOCON Zionist orchestrated false flag in September of 2001. This same entity conducts HSEEP hyper-active table-top exercises at a time when a booming billion dollar crisis management industry emerged after the nullification of the Smith Mundt Act of 1948. The new legislation is named the Smith Mundt Act of 2012, a clause written into the Nation Defense Authorization Act. This act allows the dissemination of pre-packaged government propaganda, disinformation, domestic propaganda and psychological operations. What we observe now on corporate news could be nothing more than fictional stories and crisis simulations to socially engineer citizens and legislatures into proposing and galvanizing public support for policy action, government decision making, money garnering, etc,. Case in point, the many high profile mass shootings that look more like scripted events created by crisis management firms than they do authentic shootings. The crisis management industry works with the Department of Homeland security; both possessing corporate, law enforcement, policy directive, legislature, Hollywood, geopolitical contracts.

CONTRACT AUTHORITY.
To the extent and in the
18 amounts made available in advance in appropriations Acts, 19 the Task Force may contract with and compensate State, 20 local, and Tribal government agencies and private entities 21 or persons for services necessary to carry out the duties 22 of the Task Force under this section.
So, essentially DHS fusion centers and their task force can work unbeknownst to there targets, w/ state and local, government and private entities.
Like all these unconstitutional entities and laws, they are given free pass because of the protected clause of National Security.
SEC. 5. CONTENTS OF NATIONAL STRATEGY RECOMMENDA-
TIONS.
(1) EXISTING INFRASTRUCTURE PLANS.—Rec- ommendations relating to the most effective use of existing Federal, State, local, and Tribal infrastruc- ture, workforce, and experience, including—
An infrastructure plan that exists in all facets of localities, all the way down to tribal and local infrastructure. So, how are they going to do this?
(A) the use of personnel, communication channels, and information sharing capabilities of fusion centers; and
*(B) a model behavioral threat assessment and management process.
This means highly surveilled localities, down to the tribal aspects of infrastructure, through social media and internet spying, and third party sharing of personal data for behavioral threat assessment.
(2) UNIT SUPPORT PROGRAM.—Recommenda-
tions relating to a Behavioral Threat Assessment and Management Unit Support Program, which
shall—
- (A) assist Federal, State, local, Tribal government agencies and private entities in the implementation of community-based, multi-dis- ciplinary, and multi-jurisdictional behavioral threat assessment and management units;
The task force will thus share this information to assist federal, state, local, and tribal government and private agencies; any that they so choose. Without targets consent or knowledge.
These actions will then lead to the outcome of management. Thats is a disciplinary, community, and jurisdictional threat assessment.
(B) consult on real-world complex behavioral threat assessment and management cases or programs;
(C) promote coordination and information sharing among Federal, State, local, and Tribal government agencies and private entities with protective or public safety responsibilities;
(D) support collaboration between Federal, State, local, and Tribal government agency behavioral threat assessment and management units.
