It sounds like this simply requires those who change fiat to crypto and visa versa to implement know-your-customer type banking rules....like is already required in most countries.
This is a good thing, bringing institutional legitimacy and very little additional problems for crytpo. It simply shoots legacy banking in the foot more, by adding more regulation and tracking to the legacy banking side.
