Words have no value, only actions do. I'll believe him when he'll stop immigration completely and when he'll start deporting non swedes en masse. He's the classical lefty, he's afraid that the right is growing in the polls so he starts to use some of their points to attract voters but that has no value at all because no action will be taken to stop or reverse immigration, just empty words.

This is a major shift in Sweden. If leftist politicians start talking about the problems it normalizes the rhetoric. Then right wingers can start saying "You're all talk, no action" and move the overton window even further, just like you're doing it now.
It is all about creating a space where anti immigration discourse is tolerated, because in that space modern leftism can't grow. What happens now for upcoming members of his party that are still denying the link between immigration and crime? They get cut in favor of upcoming politicians that admit the link. Etc. The left will promise to reduce immigration right before the elections and normies will vote them, of course after the the elections nothing will be done. I think you understimate how stupid the people are, the left will just bark a little bit and they'll eat it up. Merkel said in 2015 that multiculturalism failed and yet nothing is being done, immigration not only has to be stopped but reversed.
