Yes!!! THIS!!
I never thought of it but it's brilliant. Every city riddled with open homelessness has a stack of lawsuits against the city for evicting homeless.
Now if they start suing the city for ALLOWING them to sleep somewhere it's like a lose/lose situation. Cities will be forced to strictly enforce homeless laws to avoid any lawsuits. Just a thought.
