200 years ago an EMP would be a non event. Nobody would notice and nobody would care. Today the Amish and similar have the post EMP advantage.

A big loss of electronics would be devastating, but even with nuclear EMP weapons, I'm not so sure human EMPs have the coverage to make too concerning of an impact. Now, the possibility of a natural solar flare caused EMP event, seem more likely to have the size of impact needed for large scale disruption.
