They turned teaching into the kind of job position normal, sane people wouldn't accept (unstable job, unstable pay, having to do a second job to live, having to cater to kids like a store clerk instead of being an actual teacher, etc.). So all what's left are the unemployable. Which slowly draws parents to homeschooling. Which is another step towards going back to medieval times.
