One wonders if teaching people how to start businesses and ending regulations would be better ways to help people get rich instead of rewarding the lazy with welfare and making them dependent.

I think that teaching them how-to is not enough. We need to convince the rest of the society to accept them and allow them to grow. Otherwise there is a high possibility that the "lower class" people will be oppressed or harassed by those who think they deserve to be treated bad. It's a two way street. But yes you are right, we need to enforce laws that support growth from all sides of the society
