I thought the person whose decision it is to print money is Jerome Powell, and he was appointed by Trump.

Yes. He shut down the pipeline and now big oil is getting some pay backs to splain it to him.

The value of something is demand/supply. Powell increased the supply of dollars and Biden reduced the demand for dollars (through sanctions). So both are responsible.
