All these missiles are Soviet made. Guess what the largest Soviet Union country was. Russia still likely has depots full of this stuff.

But everyone has them and Ukraine has a paper trail of owning lots....unless they corruptly sold them all to terrorist states.

Russia currently probably possesses the least of amount of these, despite them being manufactured there decades ago.

Russia is a huge country, and it has lots of ammo depots everywhere. What's inside them won't come out unless you participate in a conflict. Imagine replacing old weapons just on a whim - wouldn't happen because it would be extremely expensive. Russians still use decades old equipment, just like other ex-Soviet countries.

Russia has and produces a ton of different kinds of missiles, many of them much better than the S21. While they had been upgrading some old S21's for awhile, they've claimed to phase them out. It would be odd for that to not be true, as they have much better, longer range missiles, despite the upgrades the S21's had gotten.

The Center for Strategic and International Studies (CSIS) says that Ukraine still has 500 Tochka-U missiles in its arsenal in 2022.{1}

These are more like the old school missiles you only find smaller terrorist countries without their own arms productions bothering with. Syria, North Korea, Yemen, etc.

Russia unfortunately doesn't really have a reputation of being very truthful. Remember how they said that the military buildup on Ukraine's borders was just "military exercise" and that they wouldn't attack?

On 16 March, Russian officials assured in their letter to the UN Security Council and General Assembly that Tochka-U tactical missiles are not in service in the Russian Armed Forces.

“… it should be noted that Tochka-U tactical missiles are not in service in the Russian Armed Forces,” the letter says.
