1) So they're winding down policy work.

That was already winding down. They published their 900 page manifesto about a year ago.

What they're doing now is getting the list of people to fire from the public service and to hire from Trump's sycophants who will support the weaponization of the DoJ and the FBI, and the destruction of the checks and balances on his power.

2) Trump is in control of the group, despite trying to distance himself from it.
