Tor relies on people to have an entry and exit node. Problem is, nobody spends money on this shit except the government. It's really easy to have a exit and entry node owned by you when you have even 50k to spend per year, let alone, billions for nsa. Nobody wants to run an exit node, literally impossible to find a server that allows it. That means the only exit node is the government.
