Short answer: Depends on who is paying the bills. This article from Soapboxie seems to assume space exploration is a government operation, does not even consider the private option. What is this, a UK or EU author? If projects are funded by private individuals or companies, it's not our place to criticize what the motives are, as long as the projects do not encroach on our own affairs. Long live private property.

Once you realize past Pluto there really is nothing but the vacuum of space, the space budget seems like a waste. Focus on human development for the next thousand years then give space another shot.
