This sounds like only what they hope the limiting of markets that US chip-makers can sell to, would achieve...yet, it is obviously waaaaay to early to gauge if it help, or if it will skyrocket China into crushing us with their constant chip manufacturing superiority.
I don't see anyone complaining, because Trump didn't do this, but when he used controls to ban importing in manipulated markets with government dumping, that had held our solar industry back a decade or two...they sure did cry like he ruined the economy, even though Obama had done the same, but embarrassingly failed, playing whack-o-mole.
