I disagree with the single mother creates killers argument. There's not enough data to support it.

That aside, if you want to drastically decrease the number of single mothers all you would have to do is make it mandatory for a social worker to verify that the mom can financially support herself and the child without government aid. If she can't, put the child up for adoption.

Government can't afford this method. The public outcry would never let the law get passed. There's also no reason for the government to get involved.

Society as a whole has created a system where multiple parental figures are no longer necessary for the direct survival of the child. This has come at the cost of emotional maturity in rare cases, but has the benefit of an increased population. More people equals more taxes. Why would a government ever want to limit the growth of its population when it has the food and land to accommodate them?
