According to what I've pieced together on Saidit & .Win, this is my personal interpretation of the events...

It seems to me like the shooter was part of an armed group that Elijah Schaffer is calling "Boogaloo Boys" who were helping to support the BLM protests until they got to a gas station. There's a car lot next door to the street. The rioters began burning things in the middle of the street, and someone from the armed group put the fire out. This caused a large argument to ensue. This is where video of the rioter who was shot being belligerent with the armed group takes place. After some amount of time, the rioters then started looting, then burning cars in the neighboring lot.

The initial shooting at the gas station takes place. At some point, the rioter is chasing the shooter who is fleeing. The rioter throws an object of some kind at the rioter while chasing him through the gas station's lot. As the shooter approaches vehicles in the gas station's parking lot, the shooter seems to turn and fire upon the rioter who is continuing to run at him. The armed group, maybe even the shooter, attempt to render aid to the rioter. The rioter is then taken by vehicle to a hospital. Some time passes.

The shooter approaches a police line. It is is not unreasonable to suspect that he is doing this to turn himself into the police. This is when the reprisal attack begins.

At some point the shooter begins running while multiple people are chasing him and attacking him. Either by enemy action, or because he tripped, the shooter falls down. Attacker 1 attempts to drop kick/jump/stomp on the shooter while he's down, and the shooter fires 2 rounds at him. Attacker 1 begins breaking off his attack. It is unknown if Attacker 1 is hit. Attacker 2 then attacks the shooter with a skateboard strike to the head, and tries to immediately disengage take the shooters rifle after his attack. The shooter rolls over and fires one round striking Attacker 2 in the chest, the wound is mortal. Attacker 3 begins his attack at this point, he appears to be armed with a pistol and feigning a surrender posture. Attacker 3 then lunges at the shooter to grab the rifle, and the shooter fires one round striking Attacker 3 in the arm causing severe damage and prompting Attacker 3 to disengage.

A multiplicity of other gun shots take place around the area, though they do not appear to be fired by, nor at, the original shooter. The original shooter approaches the police line. Apparently, he did not surrender to the police on the scene. The police move a Bearcat up to the site of the shooting and apprehend Attacker 3.

This appears to be the end of the incident in question.
