Sorry, let me clarify: "it's a guide" implies that there are other unstated considerations which influence content removal and bans besides the pyramid itself as written. The only other considerations besides the pyramid of debate are vending of illegal materials, pornography, self-upvoting with alt accounts, and doxxing? "Guide" implies there's some other true target the guide just helps you reach, that enforcement is ultimately based on that true target.

several instances of admin abuse in the case of /u/Voldesad's ban and ban appeal:

failure to mention some motivations for IP2 bans (DMCA takedown notices were mentioned later only after prodding and followup from the complaining user, not mentioned at first mention of the problem as they should have been if the admins were being honest about their reasoning.) (comment)

The ToS do not state that advocating violence is not acceptable content, only that repeatedly dragging discussion in a downward direction on the pyramid of debate is not acceptable content.
