news report from street protest outside his hotel seems to show many who are unmasked - so it seems in Australia, mask enforcement outdoors is not always strict (?)

Djokovic given ‘an absolute bum steer’ by Tennis Australia
Jan 6, 2022
Sky News host Chris Smith says Novak Djokovic was given “an absolute bum steer” by Tennis Australia after being told he could apply for an exemption and play in the Australian Open without being vaccinated. It comes as the federal government cancelled Mr Djokovic's visa this morning because he failed to meet the requirements to enter the country. His lawyers have launched a court challenge and won a three-day reprieve for him to remain in the country - with the federal court set to meet again on Monday. “All of this could have been averted back in mid-November when the federal department of health … wrote to Tennis Australia, stating ‘people who have had previously had COVID-19 and not received a vaccine dose are not considered fully vaccinated’,” Mr Smith said. “It’s more an embarrassment and a stuff up by … Tennis Australia than anything poorly executed by Djokovic or any member of his team.”
And his lawyer thinks he may play:

Prominent lawyer suggests Djokovic likely to play at Australian Open
Jan 7, 2022
A prominent Melbourne lawyer says the lengthy nature of court processes means it is likely Novak Djokovic will get to play at the Australian Open while the challenge against his visa cancellation is ongoing. It comes after border force officials denied Mr Djokovic entry on the grounds his application did not permit medical exemptions for being unvaccinated. World leaders have weighed in on the detention of number one tennis star who remains confined within a quarantine facility in Melbourne. Authorities in Serbia have been pushing for Mr Djokovic to be removed from the facility – with the Australian ambassador to Belgrade summoned to meet the country's foreign secretary.
Summary: Australia had allowed exemptions for a few players about to compete in the Australian Open tennis tournament.
Number 1 tennis star Novak Djokovic has already gotten natural immunity via prior infection.
Yet Australia (like a lost of countries - thanks to WHO/FDA/NIH/CDC months old guidance) continues to follow vaccination-only proof of immunity.
This flies in the face of "science" - and sounds more like dogma.
Countries are too synchronized to centralized policy makers who are months behind the science.
As a naturally immune person, Novak Djokovic is no more a threat than a vaccinated individual whose antibody response has fallen after 3 months.
Kim Iversen's program suggests that Australian authorities had allowed such exemptions not just for Novak Djokovic but for a few other players (in a blinded fashion i.e. not based on player name) - however because of Australian harsh lockdown on the public, the public is in no mood to see reduced restrictions for a celebrity players.
As a result on entry into Australia, Novak Djokovic was dealt with differently than the other players who were granted exemptions.
Also Novak Djokovic has been vocal about avoiding vaccination - in part due to his natural immunity - and this may not have played well in Australia which is heavily vaccinated.
Vaccination may provide protection from severe disease, however it is now acknowledged that infection and transmission can still occur.
Some say vaccines provide lower incidence of infection and transmission immunity - but other studies suggest the protection falls quickly. And who wins between natural immunity and vaccination immunity may change depend on how long it has been since you were vaccinated.
The program does suggest Novak Djokovic has the option to pull out of the tennis tournament if he goes back out of Australia.
