Have you spoken to this person IRL, seen them over Skype, etc? If not, your best bet is to go somewhere where there's more people around, provided that it's safe COVID-wise. That way, if something bad happens (i.e. they're trans, catfishing, a man, unstable), they're less likely to do anything with other people around.

I had this same exact issue with everything being closed and all. I live in a place where you can't sit inside anywhere. So for our first date, we got coffee and sat outside. But...that was the tail end of summer when things were a bit warmer. Its freezing outside now so....

Depends on the weather and the covid rates/what is open and safe in your area. Is it warm enough to picnic?

I thought we would be outside and it's not warm. Maybe a campfire? We don't know each other wery well, but we have worked together for a couple of months. As far as I know she is a lesbian.
