I don't think it is; that's the result of not clearing your cache. In private browsing mode I get shown the old design when logged out.

Sidebar ads have already been a thing in the old design for like a year.

Yep, sidebar ads are not a new thing; I've been seeing them pretty consistently. https://imgur.com/a/whV5IuI/

Blank spots probably mean that you have adblock enabled.
