Me and this mixed gurl who is half german and half indonesian although she looks more german, gave up our v cards to one another in the eight grade. We were close to turning fourteen after we finished that school year and started high school the fall of that same year. This was during the early two thousands. Some chang countries did that. An example was when the n korean government sent korean dudes to east germany during the cold war.

Since then, it still happens, except it's through a golden dude's personal choice, not something ordered by the government. These are called overseas workers. They got to have skills in demand though and voluntarily accept a contract (some offers don't require one) to work a certain period of time for them to be accepted to live in another country, regardless if it's western or not.
