Let's back up a step and recall how Russia even got involved in these talks, and why the bounties on US troops would matter
Russia has been pretty hesitant about dealing with the Taliban historically, both due to Soviet-Afghan history, but also Taliban support of Chechan insurgents. Anyways in this context they only got involved to a noteworthy manner during the period when Trump declared that peace talks over, because a Taliban attack led to us troops casualties:

It's important to remember powerful people view Afghanistan as a powerful wedge to be exploited and thus continuously occupied, much like Syria, and have ever since peace talks were announced over a year ago, so I wouldn't be surprised if us "deep state" affiliates were the ones offering bounties for us troops kills.
I'm the context of disrupting peace talks, killing us troops is like Trump's only "red line". Russia encouraging Taliban to kill us troops is as logical as Assad using chemical weapons: it would ONLY cause a backlash, and provides virtually no value. According to the New York Times, which first reported the revelations, Russian military intelligence (GRU) Unit 29155, which has been accused in assassinations on foreign territory, sabotage and at least one coup attempt, was behind the bounties.
Bellingcat, an online investigative team that has exposed Russian GRU operations, linked Unit 29155 with the 2018 assassination attempt on former Russian spy Sergei Skripal and his daughter Yulia using the nerve agent Novichok.
