Well that's good news for these Bedouins who don't want to be forcibly moved to the dump.

This seems like pretty fair and neutral coverage by Reuters. Have they always been this fair about the I:P conflict or could this be indicative of changing attitudes about Israel?

Yeah it's only a month extension though, so hopefully by bringing more attention and pressure to it, another extension can be had or maybe it can be prevented entirely.

Reuters is the root news source for almost all news agencies in the US, and part of the reason is because it's so impartial. Even though it's a canadian company and undoubtedly has big money influences, it is pretty reliable. The one thing you have to watch out for is them lying by omission. They will sometimes selectively refuse to cover things that are low-profile enough they can get away with ignoring them. In this regard they sometimes give Israel (and other favorited organizations) a free pass.
