There are several different players seeking to control the information get exposed to everywhere. I think this article from The Intercept touches how shills are used to hide corruption involving the people from the government.

It's an article about the way an army of trolls was used to protect the Guatemalan elites.

This is true of elites globally. Saw a random gates post on one meme site; normally the comments are overwhelmingly negative toward Gates on that site.

The one mysteriously supportive and massively upvoted post was whitewashed.

This is not restricted to Guatemala, elites in every country have such "troll farms" working for them. I think everyone has seen them in action on reddit, especially in the main "ethnic" subs.
