Woooow. Interesting.

Funny how every single comment is in support of it except yours, and then they attack you for voicing your opinion.

To me, it seems like this creates another barrier to entry that will push away those who may not have a lot of time to write summary statements. And who has more time to devote to writing summary statements than the shills? And this creates a ton more moderation work for the already-overloaded moderators.

I don't think this is good, at all. It's good they're trying things to combat the shilling/bots problem, and perhaps this will end up working (who knows), but from where I'm sitting this could almost be seen as locking things down for the shills even more. It's like all those subs that have the dozens of rules. You're always breaking one of them, if they want you to be. This summary just creates another rule for the moderators to get rid of people with.

But, if it acts as a good indicator of who is a shill and who isn't, then maybe it will be valuable. But any shill worth their salt won't have a problem generating a summary statement that will make them seem genuine.

I think the mods think they're doing a good thing here, but I just don't see it working out in a good way, personally.

Yeah, I don't know if I even trust the mods to have the best interest of the site in mind. They seem to be pushing /r/conspiracy right in line with the rest of the ruined subreddits. More control from the top too seems to be risky considering how reddit has been going the last few years.

I hope I'm wrong and they have good intentions.

I agree with your assessment. I'd say there's a 10% chance their idea will work out for the best. I have to give it to them, it is at least a somewhat novel approach to the problem. But in the end it's just another gateway to top-down control, and the mods aren't super trustworthy, which is the true nucleus of the whole situation.
