I think he's an idiot. In American politics, half blame the Chinese and half blame the Russians, nobody dares to blame the Jews or the politicians themselves and those who vote them.

Regardless, by now everyone knows that American companies are spying their users, so blaming the Chinese for that sounds at least strange.

As others have said, it's probably mostly about letting "American" Jew-owned corner the market on civilian espionage and to cut the Chinese out of the business of harvesting and selling data and identifying wrongthink.
