How do we know inner-city blacks are getting surveyed in social science data?

I'm not a guy who deals with the specifics of research much, but I've ALWAYS wondered this.

We all know that the behavior patterns of inner-city blacks are likely the worst in the entire country. If said blacks aren't being represented in social science data, it would make blacks look a LOT better than they really are. This would basically amount to the worst blacks being omitted from the data entirely. One example of this might be substance abuse rates.

If inner-city blacks can't be reached directly for such research/surveys, do researchers just look into what related institutions report (trustworthy?) and extrapolate?

I understand that when it comes to polling, there's a well-defined protocol when it comes to sampling. But what possible solution could they even come up with if uncooperative, off-the-grid blacks simply can't be reached?

It seems to me there's a selection factor just for being willing and able to participate in social science research. If what I suspect is true, blacks are being made to look a lot better than they really are in social science data.

There's a guy on youtube named CharlieBo313, who basically does tours and interviews inner city Blacks. It's undeniable evidence that their neighborhoods are closer to Africa tier than Western European ones.

Look at all the broken down houses and bullet proof restaurants. And that's just the footage he can actually show on YouTube.

Edit: It's also a miracle his channel hasn't been taken down, since it shows Blacks in their natural habitat.

They'd probably say it lies in the other direction, showing blacks commit more crimes than they really do, cuz the system in charge of polls is systemically racist. Who knows, I'd just go with what my eyes show me.
