Frances military reputation is far from stellar. They came damn close to attaining a hegemony under Napoleon, but were ultimately beaten by the combined might of Europe. France helped beat Russia in the Crimean war, but they were defeated in the Franco-Prussian war. France won a narrow victory in WW1, and were defeated in WW2. For the past 200 years, they've had a very mixed record.

Your view of human capital doesn't carry much weight. China has always had higher population and higher average IQ, but they have been inferior to European nations in recent centuries. Too much human capital can be a bad thing, China having had a one child policy comes to mind.

However, the equation does come with some caveats. There is I'd say a negative human potential factor as well.

You can have an intelligent 5 million strong population with 105 IQ on average, but their ability to achieve feats is reduced if they are saddled with 50 million BNs. South Africa comes to mind.

Alternatively a majority white society that maintained control over a large lower IQ population for menial labor allowing more whites for higher cognitive tasks could be superior to a white society that technically had higher human capital under your formula.

You are over emphasizing IQ. A country of 80M Germanics vs 80M Han Chinese would have the Han Chinese with slightly higher IQ yet the Germanic nation would be more industrious and innovative with superior military potential.

Intelligence matters, but so does character.

Europeans and Asians evolved in very different environments. They cannot be treated as if they are interchangeable.

Over the course of their long historys, the Chinese haven't made nearly as many inventions as the Germans did. They are slowly starting to catch up, but still have a long way to go.

To portray the Chinese as not being innovative enough is not fair. They have made a large number of innovations throughout history and their creativity has skyrocketed during the last decades after a period of turmoil and catastrophic maoist governance.

Historically, the Chinese really weren't very innovative, other than the 'four great inventions.' The only other inventions were the seed drill and the iron plow (which revolutionised agriculture, granted).

China made three separate attempts to embark on an industrial revolution, and failed each time. It was only after their fourth attempt (when they had Western assistance) that they succeeded.

A very interesting analysis, even if one could argue on the details. Something to take into consideration is the social environment which might not encourage IQ and even take things backwards. I see this everyday, and I am pretty sure others see it everyday in their countries. You have a set of soyciety rules encouraging low IQ people to breed and take over. Behaviors like drinking being almost obligatory. Italy has a high IQ potential, but the society with its mafia-like way of doing things destroyed it. China and other Asian countries have a strong philosophy background that suggest working together for the common good, which unfortunately is absent in the West.

If you are just analyzing human capital I would still rank Germany above Russia. The only reason Russia would have advantage would be due to its natural resources but that is not human capital.

IQ alone is bullshit for such analyses. You should think more about traits like disliking authority, the need for independence and self determination and alike. All of which kinda happen to be most prominent in Europe, in addition to high IQ. Oh, and Europe also happened to get the best geographical situation, with lots of nice land to do lots of things with. Good luck growing a powerful civilization on a desert, snow desert, or couple of islands too small for anything. Nature can completely and utterly shit on """"human potential""""".

And there's also the elephant in the room in the form of "what exactly IS this human potential?". Potential for industrialization? Independence? Scientific discoveries? Engineering feats? Art creation? Dunno if you've read "Industrial society and its future" by Ted Kaczyński, but you might wanna give it a go. Might change your opinion on "nepotism" among many other things.

And another thing: try to refrain from "world of forms" mathematics, where you invent some fancy sounding term, define it using multiplication of some 2 simple things and call it a day. Real, tangible world is insanely more complicated and such things never work.
