It sounds like mostly contract details. As someone who deals with many government project bids, as well as their followup requirements, ..maybe Startlink botched this. From a technical standpoint, it sounds like the FCC may be correct on this, but they enjoy that the public cannot review the contract or bidding requirements.

If there was a nefarious reason for the denial, I'd rather lean on assuming that it lacked the evil democracy-destroying and election-manipulating, government eavesdropping and censorship requirements they didn't include in the documents.
