They do not want an educated population. The subjects are to be ignorant, brainwashed, and most importantly, divided.

School choice shows up the fact that some patents are useless or just don't care about their kids. This makes them feel bad which is worse than kids failing for politicians who rely on the parent's votes.

Yes, though the 'choice' they refer to is a religious extremist school, which does not separate Church and State in anything they do, and this religious conflict was previously illegal. Many of the he so-called Christian schools were founded in the 1970s by churches that helped parents keep their kids away from forced bussing to schools in neighborhoods in urban areas with substantially black and/or Latino minorities.

Those so called "Christian schools" can be some of the sickest environments for a kid. They often take advantage of the good faith of the parents.
