People are allowed to move. When they do voter rolls get out of date.

They're eligible to vote if they can provide a document that counts as proof of residence.

But this isn't even claiming any of them voted.

People are allowed to move within the state and still vote.

No it's not. It's 45,000 people on the role who left the state who didn't vote, and 110,000 people who moved home since they last updated their drivers licence or registration.

Illegal Immigrants and the homeless can vote without an address as long as they have a court document that can be forged.
