I said years ago that this word was the kiss of death. Such a thing cannot exist. You can have a tolerant culture which permits a wide leeway, but it still is one culture. Just one. You cannot mix cultures. There is one or there is none. The chaos occurring in the cities of SanFran, L.A., Chicago, and NYC is because the Democrats are promising that all cultures are welcome. It's taking a while, but the point is being proven. Different cultures - often opposed - without a dominant one to enforce norms will lead to violence and confusion as the opposed norms come into conflict. These cities are witnessing completely predictable results.
