Loads of countries have been training Ukraine forces because they were so shit in 2014.

Edit: Having said that, I do think the US has been using the Ukraine to wind up Russia. I don't think they ever seriously planned to fight them though. Just let a few Ukrainians get killed.

The headline says the CIA is training them in Ukraine when they are training them in the U.S., although the CIA is sure to have agents in Ukraine. The article says that they had to send some trainees home due to "security issues", where they were suspected of gathering info to give to the Russians. This article also talks about the U.S. keeping a tight group of Ukrainians to share information with minimize leaks to the Russians.
